Auditor General disappointed over low implementation rate of recommendations

WINNIPEG – Auditor General Tyson Shtykalo says he’s disappointed over the low implementation rate of recommendations issued by his office in recent years.


“If our recommendations are not implemented, our work is not having the desired and needed impact,” said Shtykalo, who today released his report, Follow up of Previously Issued Recommendations. “I do recognize that things were exceptionally challenging for a couple of years due to the pandemic, but I did expect to see more progress implementing our recommendations.”


Today’s report follows on the status of 209 recommendations from 7 reports issued between November 2019 and October 2020. Only 20 of these recommendations (or about 10%) were implemented, as of September 30, 2022.


The report notes that none of the recommendations were implemented from 2 reports:

  • Quarry Rehabilitation Program Investigation (released May 2020).

  • Oversight of Post-Secondary Institutions (released October 2020).

Reasonable progress was made with respect to the recommendations from 3 reports:

  • Oversight of Commercial Vehicle Safety (released December 2019) – 29% implementation rate.

  • Management of Provincial Tourism (released January 2020) – 50% implementation rate.

  • Provincial Oversight of Drinking Water Safety (released September 2020) – 32% implementation rate.

For reports with many outstanding recommendations, Shtykalo encouraged the Public Accounts Committee to call the responsible entities to a Committee meeting to discuss the lack of progress.


“We strive to promote government accountability and public administration excellence for Manitobans,” the Auditor General said. “The primary way we do this is through our audit work and recommendations. It’s important that audited entities be held accountable for implementing these recommendations.”
