Organizational structure

The Office of the Auditor General (the Office) has 57 full-time equivalent positions which are divided into 5 groups:

 

  • Financial statement audit
  • Performance audit
  • Information technology (IT) audit
  • Investigations
  • Corporate and administrative services

The first 4 groups listed above are the Office’s main service areas. Corporate and administrative services are the various functions that support the overall functioning of the Office. Here is our organization structure as of March 31, 2023:

Auditor General

Tyson Shtykalo

Tyson Shtykalo, FCPA, FCA has been with the Office since 2002, serving in progressively senior leadership positions. He was appointed Auditor General in August 2020, after serving as Deputy Auditor General since 2016. Tyson has a Bachelor of Commerce (Honours) degree from the University of Manitoba, is a Chartered Professional Accountant, and serves on the Practice Inspection Committee for CPA Manitoba. In 2024, Tyson was recognized by CPA Manitoba through its Member Recognition Program, as a Fellow CPA (FCPA).

Executive Leadership Group

In addition to the Auditor General, the Executive Leadership Group (ELG) members are the:

  • Deputy Auditor General (Financial Statement Audit) and CFO

  • Assistant Auditor General (Performance Audit)

  • Assistant Auditor General (IT & Innovation)

  • Assistant Auditor General (Investigations & Strategic Projects)

As the leaders of the 4 main service areas, ELG develops the strategies and priorities for the work of the Office.

Natalie Bessette-Asumadu

Deputy Auditor General, Financial Statement Audit & CFO

Natalie Bessette-Asumadu, CPA, CA began her career at the Office of the Auditor General of Manitoba in 2008 after obtaining her B. Comm (Hons) at the University of Manitoba. She has spent much of her legislative audit career working on financial statement audits, including as the engagement leader on the audit of the Public Accounts of Manitoba. Natalie has also been involved in educating the next generations of CPAs with CPA Canada and the CPA Western School of Business since obtaining her designation in 2010.

Wade Bo-Maguire
Assistant Auditor General, IT & Innovation

Wade has been with the Office since February 2018 leading the IT Audit and IT Operations teams. Wade has spent the majority of his career assessing information technology risks and controls, in regards to cybersecurity, data privacy, computer operations, and systems maintenance, development and implementation. Previously, Wade performed assurance and consulting services at Great-West Life (now Canada Life), PwC and MNP. Wade has a Bachelor of Commerce degree from Dalhousie University, is a Chartered Professional Accountant (CPA), and Certified Information Systems Auditor (CISA).

Jeff Gilbert

Assistant Auditor General, Investigations & Strategic Projects

Jeff Gilbert has worked in the auditing field for over 20 years and was appointed Executive Director Investigation and Strategic Projects in September 2021. Jeff has a Masters of Professional Accounting degree from the University of Saskatchewan and is also a CPA. He further specialized by obtaining training and experience in forensic auditing. This included a Diploma in Investigative Forensic Accounting from the University of Toronto and a CFF Designation. Jeff has had numerous public speaking and teaching engagements, including for the CPA Western School of Business, various universities, and been a guest speaker at conferences and professional events.

Senior Management Team

The Senior Management Team (SMT) oversees and formulates strategy and policy for, the management of resources and operations of the organization. The SMT is comprised of the Executive Leadership Group and the following individuals:

  • Assistant Auditor General (Professional Practice & Quality Assurance)

  • Director (Strategic Operations)

  • Director (Corporate Services)

  • Director (IT Infrastructure & Cybersecurity)

Melissa Emslie

Director, Strategic Operations

Melissa Emslie (CPA, CA) has been with the Office since 2004. She initially worked primarily on Financial Statement Audits for various public sector entities. From 2009 to 2022 she worked with the Performance Audit group. She was the Director, Performance Audit responsible for providing leadership and direction to the Performance Audit team from 2019 to 2022. Melissa is the Director, Strategic Operations for the Office, directly working with the Auditor General to ensure operations are aligned with the Office’s strategic plan.

Andrew Robertson

Director, IT Infrastructure & Cybersecurity

Andrew joined the Office in May 2023, and is responsible for the management of the Office’s IT operations. He brings over 20 years of experience implementing and supporting a wide variety of IT systems and applications in medium and large enterprises. Outside the Office, Andrew enjoys watching his son’s many activities and is an active volunteer in the minor hockey community.

Jay Shyiak

Director, Corporate Services

Jay Shyiak was hired as Director, Corporate Services in January 2018, and oversees the Office’s Human Resource and administrative functions. Previously, Jay worked at RBC Dominion Securities and Manitoba Public Insurance. Jay obtained his Masters of Organizational Behaviour and Human Resource Management in 2011.

Phil Torchia

Assistant Auditor General, Professional Practice & Quality Assurance

Phil Torchia (CPA, CA) has been with the Office since 2002. During this time, he worked primarily on Financial Statement Audits for various public sector entities. Additionally, he has worked on several performance audits. In October 2019, Phil became an Assistant Auditor General and is responsible for the Office’s professional practices.
